David L. Yearout, AICP, has over 35 years experience in local government planning in Kansas.  He has served as staff to the City of Winfield, Johnson County, Butler County, the City of Wichita and Sedgwick County.  During his time in the public sector he was responsible for the administration and enforcement of local development codes, including developing cases for prosecution and testifying in court.  He has provided consulting services on planning and zoning matters to numerous cities and counties across Kansas, including preparation and updates to Comprehensive Plans, Zoning and Subdivision Regulations, Sanitation Codes, and numerous other special studies.  He has also been a presenter at numerous conferences and workshops on planning and zoning matters, and is called upon as the “zoning expert” for the Kansas Association of Counties.

 

David has advised numerous cities and counties on “special” planning efforts, including establishment of numerous Joint Planning Commissions through Interlocal Agreements and a unique operation in one county that created a County-wide Joint Planning Commission for planning functions and individual Zoning Boards for the zoning functions for the county and the participating cities.  David has also advised numerous counties on other special issues including confined animal feeding operations (CAFO’s) and how to regulate those activities; sexually oriented businesses and their regulation; and, most recently, the concerns on commercial wind energy conversion systems or “wind farms.”  He was a member of the Wind and Prairie Task Force created by the Governor.

 

David carries membership with the American Institute of Certified Planners, the American Planning Association, the Kansas Chapter of APA, the Kansas Association of County Planning and Zoning Officials, as well as being active in numerous other state and national organizations.
